國務(wù)院總理李強日前簽署國務(wù)院令，公布《中華人民共和國反外國不當(dāng)域外管轄條例》，自公布之日起施行。

Chinese Premier Li Qiang has signed a decree of the State Council to publish a new set of rules on countering foreign states' unlawful extraterritorial jurisdiction measures. The regulations take effect upon publication.

【知識點】

《中華人民共和國反外國不當(dāng)域外管轄條例》（以下簡稱《條例》）旨在維護國家主權(quán)、安全、發(fā)展利益，保護中國公民、組織合法權(quán)益，維護以國際法為基礎(chǔ)的國際秩序。《條例》規(guī)定，外國國家違反國際法和國際關(guān)系基本準(zhǔn)則，實施不當(dāng)域外管轄措施，危害中國國家主權(quán)、安全、發(fā)展利益，損害中國公民、組織合法權(quán)益的，中國政府有權(quán)采取相應(yīng)的措施。

《條例》明確中國政府有權(quán)對與中國存在適當(dāng)聯(lián)系的行為實施域外管轄措施；規(guī)定國家建立健全應(yīng)對外國不當(dāng)域外管轄有關(guān)工作機制，統(tǒng)籌協(xié)調(diào)相關(guān)工作；國務(wù)院有關(guān)部門按照職責(zé)分工承擔(dān)應(yīng)對外國不當(dāng)域外管轄具體工作。

堅定維護國家政權(quán)安全、制度安全、意識形態(tài)安全，加強重點領(lǐng)域安全能力建設(shè)，確保糧食、能源資源、重要產(chǎn)業(yè)鏈供應(yīng)鏈安全，加強海外安全保障能力建設(shè)，維護我國公民、法人在海外合法權(quán)益，維護海洋權(quán)益，堅定捍衛(wèi)國家主權(quán)、安全、發(fā)展利益。

We will resolutely safeguard the security of China's state power, systems, and ideology and build up security capacity in key areas. We will ensure the security of food, energy, and resources as well as key industrial and supply chains. We will strengthen our capacity to ensure overseas security and protect the lawful rights and interests of Chinese citizens and legal entities overseas. We will safeguard China's maritime rights and interests and resolutely defend our country's sovereignty, security, and development interests.
