《中共中央辦公廳 國務院辦公廳關于加強新就業群體服務管理的意見》于2026年4月26日發布。

China will step up efforts to better protect the rights and interests of workers in new forms of employment, according to a set of guidelines made public on April 26, 2026. These guidelines were issued by the general offices of the Communist Party of China Central Committee and the State Council.

【知識點】

新就業群體是社會主義勞動者的重要組成部分，是經濟社會發展不可或缺的重要力量。當前我國新興領域迅速發展，尤其是以互聯網平臺為支撐的新業態大量涌現，聚集了規模龐大的新就業群體。

《中共中央辦公廳 國務院辦公廳關于加強新就業群體服務管理的意見》提出主要目標：到2027年，上下聯動、條塊結合、有效協同的工作機制進一步完善，新就業群體黨的組織和黨的工作全面覆蓋，勞動用工逐步規范，從業環境顯著改善，合法權益有力保障。再過3至5年，新就業群體服務管理制度更加健全，思想政治引領更加有力，勞動關系更加和諧，從業環境更加友好，合法權益保障更加充分，職業認可度顯著提升，新就業群體全面發展取得更為明顯的實質性進展。

【重要講話】

就業是最基本的民生。強化就業優先政策，健全就業促進機制，促進高質量充分就業。健全就業公共服務體系，完善重點群體就業支持體系，加強困難群體就業兜底幫扶。

Employment is the most basic component of the people's wellbeing. We need to intensify efforts to implement the employment-first policy and improve related mechanisms to promote high-quality and full employment. We will refine the public services system for employment and the system of providing employment support for key groups and do more to help those in difficulty find employment and meet their basic needs.
