人工智能作為引領(lǐng)新一輪科技革命和產(chǎn)業(yè)變革的戰(zhàn)略性技術(shù),正深刻重塑世界經(jīng)濟(jì)格局、社會(huì)治理模式與人類生活方式。我國(guó)在人工智能全球治理中始終堅(jiān)持發(fā)展與安全并重、創(chuàng)新與規(guī)范協(xié)同,提出《全球人工智能治理倡議》,倡導(dǎo)以人為本、智能向善,推動(dòng)建立開放、公正、包容、有效的全球人工智能治理體系。
為凝聚全球?qū)W術(shù)共識(shí),協(xié)力共同促進(jìn)人工智能治理,在中國(guó)科協(xié)組織下,中國(guó)人工智能學(xué)會(huì)等16家單位,共同起草了《全球人工智能治理科技社團(tuán)倡議》,緊密圍繞確保有益、賦能民生,恪守安全、防范風(fēng)險(xiǎn)等內(nèi)容發(fā)出倡議。一起看→

人工智能作為引領(lǐng)新一輪科技革命和產(chǎn)業(yè)變革的戰(zhàn)略性技術(shù),正深刻重塑世界經(jīng)濟(jì)格局、社會(huì)治理模式與人類生活方式。當(dāng)前,全球人工智能技術(shù)快速發(fā)展,既為經(jīng)濟(jì)社會(huì)發(fā)展帶來(lái)重大機(jī)遇,也帶來(lái)一系列全球性治理新挑戰(zhàn),關(guān)乎全人類共同福祉與未來(lái)發(fā)展走向。中國(guó)在人工智能全球治理中始終堅(jiān)持發(fā)展與安全并重、創(chuàng)新與規(guī)范協(xié)同,提出《全球人工智能治理倡議》,倡導(dǎo)以人為本、智能向善,推動(dòng)建立開放、公正、包容、有效的全球人工智能治理體系。科技社團(tuán)作為人工智能研究創(chuàng)新、理念傳播、實(shí)踐推動(dòng)的核心力量,肩負(fù)著凝聚治理共識(shí)、筑牢治理根基、賦能治理實(shí)踐的重要使命。為凝聚全球?qū)W術(shù)共識(shí),協(xié)力共同促進(jìn)人工智能治理,發(fā)起以下倡議:
確保有益、賦能民生
以增進(jìn)人類共同福祉為人工智能學(xué)術(shù)研究的根本遵循,確保技術(shù)發(fā)展始終服務(wù)全人類共同利益。恪守全人類共同價(jià)值,尊重各國(guó)歷史文化、社會(huì)制度和發(fā)展道路差異,引導(dǎo)人工智能在應(yīng)對(duì)全球性發(fā)展難題和挑戰(zhàn)中發(fā)揮積極作用。鼓勵(lì)開展實(shí)踐導(dǎo)向研究,總結(jié)推廣可復(fù)制的技術(shù)惠民案例,促進(jìn)技術(shù)成果和有益經(jīng)驗(yàn)合理共享,使人工智能真正成為增進(jìn)全人類福祉、助力可持續(xù)發(fā)展的重要力量。
恪守安全、防范風(fēng)險(xiǎn)
將安全作為人工智能學(xué)術(shù)研究與治理的底線要求,確保技術(shù)發(fā)展始終處于人類可控范圍。堅(jiān)守倫理先行,將科技倫理規(guī)范嵌入人工智能研究全生命周期,建立健全學(xué)術(shù)倫理審查機(jī)制,推動(dòng)倫理審查標(biāo)準(zhǔn)化、制度化、常態(tài)化,筑牢倫理與安全防線。聯(lián)合開展安全治理前沿研究,確保數(shù)據(jù)來(lái)源合法和安全,尊重知識(shí)產(chǎn)權(quán)、個(gè)人信息權(quán)益,重點(diǎn)關(guān)注算法濫用、虛假信息擴(kuò)散、隱私泄露、模型操控等現(xiàn)實(shí)風(fēng)險(xiǎn),以及人工智能失控、自我復(fù)制、自主逃逸等潛在系統(tǒng)性風(fēng)險(xiǎn),探索風(fēng)險(xiǎn)研判、監(jiān)測(cè)預(yù)警和協(xié)同防控體系,推動(dòng)技術(shù)創(chuàng)新與治理規(guī)則協(xié)同演進(jìn)。
秉持公平、促進(jìn)均衡
尊重各國(guó)平等參與人工智能研究與治理的權(quán)利,以及其基于自身國(guó)情制定的人工智能治理路徑與政策,反對(duì)技術(shù)霸權(quán)、學(xué)術(shù)壁壘、排他性“小圈子”及不合理技術(shù)壟斷,推動(dòng)數(shù)據(jù)獲取、人才培養(yǎng)、規(guī)則制定等環(huán)節(jié)更好體現(xiàn)發(fā)展中國(guó)家與弱勢(shì)群體訴求。加強(qiáng)與發(fā)展中國(guó)家的學(xué)術(shù)交流與能力建設(shè),通過(guò)全球聯(lián)合研究、聯(lián)合培養(yǎng)、平臺(tái)共建等方式,助力其提升人工智能研究與治理能力,共同彌合全球智能鴻溝,營(yíng)造公正包容、開放共享的全球?qū)W術(shù)生態(tài)。
交流互鑒、攜手合作
建立跨界多元協(xié)同交流機(jī)制,打破創(chuàng)新合作壁壘,凝聚各國(guó)科學(xué)家智慧,攜手應(yīng)對(duì)共同挑戰(zhàn),推動(dòng)全球人工智能治理知識(shí)體系交流互鑒與建設(shè)。立足實(shí)踐需求,對(duì)接各國(guó)學(xué)術(shù)機(jī)構(gòu)、政府部門、國(guó)際組織等多方主體,關(guān)注合作訴求,尋求“最大公約數(shù)”。積極參與全球人工智能風(fēng)險(xiǎn)治理、倫理規(guī)范和標(biāo)準(zhǔn)互認(rèn),推進(jìn)在聯(lián)合國(guó)框架下成立國(guó)際人工智能治理機(jī)構(gòu)的進(jìn)程,推動(dòng)學(xué)術(shù)共識(shí)向政策規(guī)則與治理實(shí)踐轉(zhuǎn)化。堅(jiān)持以科學(xué)研究和事實(shí)證據(jù)支撐人工智能治理,不斷提升治理規(guī)則的科學(xué)性、合理性、有效性和公正性。
向善傳播、凝聚共識(shí)
多方式、多渠道開展人工智能科普與對(duì)話,引導(dǎo)公眾正確認(rèn)知技術(shù)發(fā)展階段與潛在風(fēng)險(xiǎn),提升全民科學(xué)素養(yǎng),回應(yīng)社會(huì)關(guān)切。完善學(xué)術(shù)出版審核機(jī)制與規(guī)范,強(qiáng)化學(xué)術(shù)出版?zhèn)惱戆殃P(guān),在尊重知識(shí)產(chǎn)權(quán)和數(shù)據(jù)安全的前提下推進(jìn)成果開放共享,打造權(quán)責(zé)清晰、可審核、可監(jiān)督、可追溯、可信賴的學(xué)術(shù)誠(chéng)信與成果傳播體系,為全球人工智能治理提供堅(jiān)實(shí)知識(shí)支撐。高度重視人工智能對(duì)科學(xué)研究范式帶來(lái)的深刻變革,圍繞科研倫理、學(xué)術(shù)誠(chéng)信和科學(xué)文化等重要議題加強(qiáng)研討,凝聚治理共識(shí),引領(lǐng)數(shù)智時(shí)代科學(xué)研究健康發(fā)展。
人工智能發(fā)展跨越國(guó)界,治理責(zé)任需要全球共擔(dān)。科技社團(tuán)應(yīng)堅(jiān)守學(xué)術(shù)使命與職業(yè)操守,強(qiáng)化責(zé)任擔(dān)當(dāng)、協(xié)同行動(dòng),以開放包容的姿態(tài)加強(qiáng)國(guó)際學(xué)術(shù)交流合作,以務(wù)實(shí)有效的舉措推動(dòng)智能向善,為促進(jìn)人工智能技術(shù)造福于全人類,推動(dòng)構(gòu)建人類命運(yùn)共同體貢獻(xiàn)智慧和力量。
Initiative of the Global Science and
Technology Society
on AI Governance
As a strategic technology driving the latest round of scientific and technological revolution and industrial transformation, artificial intelligence (AI) is profoundly reshaping the global economic landscape, social governance models, and human lifestyles. Currently, the fast development of global AI technology has brought huge opportunities for economic and social development, but also a series of new global governance challenges, which bear on the wellbeing of humanity and its future development trajectory. In global AI governance, China consistently adheres to putting equal emphasis on development and security, and harmonizing innovation with regulation, and has proposed the Global AI Governance Initiative. It advocates a people-centered approach and developing “AI for good”, promoting the establishment of an open, fair, inclusive, and effective global AI governance system. As the core force driving AI research innovation, the dissemination of ideas, and the advancement of practical applications, the science and technology society shoulders the vital mission of building governance consensus, solidifying its foundations, and empowering its practices. To build global academic consensus and work together to jointly promote the governance of AI, we hereby launch the following initiatives:
Ensuring Beneficial Outcomes and Empowering Livelihoods
Taking the goal of increasing the wellbeing of humanity as the fundamental guiding principle for AI academic research, we must ensure that technological development consistently serves the common interests of humanity. We should abide by humanity’s common values, respect the differences in histories, cultures, social systems, and development paths of various countries, and guide AI to play a positive role in addressing global development problems and challenges. We encourage practice-oriented research to synthesize and promote replicable cases of technology benefiting the public, facilitate the equitable sharing of technological achievements and beneficial experiences, and make AI a truly vital force for increasing the wellbeing of humanity and supporting sustainable development.
Upholding Security and Preventing Risks
Establishing security as the baseline requirement for AI academic research and governance, we must ensure that AI always remains under human control. Adhering to the principle of putting “ethics first”, we should embed scientific and technological ethical norms throughout the entire life cycle of AI research. We aim to establish and improve academic ethical review mechanisms, promote the standardization, institutionalization, and normalization of ethical reviews, and build a robust defense line of ethics and security. We should collaboratively conduct frontier research on security governance, ensuring the legality and security of data sources, and respecting intellectual property rights and personal information rights and interests. We should focus on immediate risks such as algorithmic abuse, the spreading of disinformation, privacy leakage, and model manipulation, as well as potential systemic risks like AI loss of control, self-replication, and autonomous escape. Furthermore, we should explore systems for risk assessment, monitoring, early warning, and collaborative prevention and control, driving the synchronized evolution of technological innovation and governance rules.
Upholding Fairness and Promoting Balanced Development
We respect the right of all countries to participate equally in AI research and governance, as well as their AI governance paths and policies formulated based on their respective national conditions. We strictly oppose technological hegemony, academic barriers, exclusive “small circles”, and unreasonable technological monopolies, striving to better reflect the demands of developing countries and vulnerable groups in areas such as data access, talent cultivation, and rule-making. We should strengthen academic exchanges and capacity building with developing countries, assisting them in enhancing their AI research and governance capabilities through global joint research, collaborative training, and shared platforms. Together, we aim to bridge the global gap in AI and foster a fair, inclusive, open, and shared global academic ecosystem.
Fostering Exchange, Mutual Learning, and Collaborative Cooperation
We should establish cross-sectoral and multi-stakeholder collaborative exchange mechanisms, dismantle barriers to innovation and cooperation, and pool the wisdom of scientists worldwide to jointly address shared challenges, thereby promoting the exchange, mutual learning, and construction of a global AI governance knowledge system. Grounded in practical needs, we should engage with diverse stakeholders, including academic institutions, government bodies, and international organizations. We should attentively address cooperation demands and seek the “broadest common ground”. We should actively participate in the global governance of AI risks, ethical norms, and the mutual recognition of standards, advance the process to establish an international institution to govern AI within the United Nations framework, and promote the translation of academic consensus into policy rules and governance practices. We persist in supporting AI governance with scientific research and factual evidence, continuously enhancing the scientific rigor, rationality, effectiveness, and fairness of governance rules.
Promoting “AI for Good” Communication and BuildingConsensus
We should conduct AI science popularization and public dialogue through diverse channels, guiding the public to accurately understand the current stages of technological development and its potential risks, enhancing overall scientific literacy, and responding to societal concerns. We should refine academic publishing review mechanisms and norms, and strengthen ethical oversight in academic publishing. While respecting intellectual property rights and data security, we should promote the open sharing of research findings, and build a trustworthy academic integrity and achievement dissemination system with clear rights and responsibilities that can be reviewed, monitored, and traced, thereby providing robust intellectual support for global AI governance. We attach great importance to the profound changes AI brings to scientific research paradigms, and will strengthen discussions on critical issues such as research ethics, academic integrity, and scientific culture, to build governance consensus and guide the healthy development of scientific research in the era of digital intelligence.
The development of AI transcends national borders, and the responsibility for its governance must be shared globally. The science and technology society should uphold its academic mission and professional ethics, strengthen its sense of responsibility, and take coordinated action. With an open and inclusive posture, we should enhance international academic exchange and cooperation, advance the development of “AI for good” through pragmatic and effective measures, and contribute our wisdom and strength to promoting AI technologies to benefit humanity and building a community with a shared future for mankind.
