國防動員法修訂草案4月27日提請十四屆全國人大常委會第二十二次會議初次審議。國防動員法是國防動員領域的基礎性法律，我國現行國防動員法于2010年7月正式實施。

A draft revision to the National Defense Mobilization Law was submitted on April 27 to the 22nd session of the Standing Committee of the 14th National People's Congress for its first reading. The law, which was officially implemented in July 2010, is a foundational law in the field of national defense mobilization.

【知識點】

國防動員法是國防動員領域的基礎性法律，其主要功能是規范國防動員工作，明確公民和組織的國防動員權利義務，為建設鞏固國防提供法治保障。世界上許多國家都出臺了國防動員相關法律法規。我國現行國防動員法于2010年7月正式實施，對加強國防動員建設、提升國防動員能力等起到了重要作用。經過十幾年的實踐，法律部分條款內容已不適應國防動員新形勢新任務新要求，需要修訂完善。

此次修法，主要基于3點考慮：一是貫徹黨中央決策部署的需要，使黨的主張通過法定程序轉化為國家意志和人民共同行動。二是完善國防法律制度體系的需要。三是依法開展國防動員工作的需要，通過修法使國防動員法治建設與體制變化相適應相協調，以更加科學高效地開展國防動員工作。

【重要講話】

要把軍事治理同改革和法治有機結合起來，鞏固拓展國防和軍隊改革成果，深化軍事立法工作，強化法規制度實施和執行監督，發揮好改革的推動作用，用好法治這個基本方式，更好推進軍事治理各項工作。

We should integrate military governance with reform and the rule of law, build on and expand the gains in the reform of national defense and the military. It is essential to deepen military legislation, and strengthen supervision over the enforcement of laws and regulations. Reform should play an active part and so should the rule of law so as to advance military governance in an all-around way.
