一、單位簡介
中國科學院上海天文臺(簡稱上海天文臺)成立于1962年,其前身是1872年建立的徐家匯天文臺和1900年建立的佘山天文臺。上海天文臺現有徐家匯園區和佘山科技園區,總部位于徐家匯園區。觀測臺站位于上海松江、云南昆明、西藏日喀則和吉林長白山地區。

二、項目簡介
上海天文臺誠邀海外優秀青年人才依托我臺申請國家自然科學基金委優秀青年科學基金項目(海外),并將全力協助申請人準備申報材料。項目指南請查閱國家自然科學基金委網站:https://www.nsfc.gov.cn/p1/3381/2824/121517.html
(一)項目定位
該項目旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優秀青年學者(含非華裔外籍人才)回國(來華)工作,自主選擇研究方向開展創新性研究,促進青年科學技術人才的快速成長,培養一批有望進入世界科技前沿的優秀學術骨干,為科技強國建設貢獻力量。
(二)資助模式
1、資助強度:100-300萬元。
2、資助期限:3年。
(三)申請人條件
1. 優秀青年科學基金項目(海外)的申請人應當具備以下條件:
(1)遵守中華人民共和國法律法規,具有良好的科學道德,自覺踐行新時代科學家精神;
(2)出生日期在1986年1月1日(含)以后;
(3)具有博士學位;
(4)研究方向主要為自然科學、工程技術等;
(5)在取得博士學位后至2026年6月15日前,一般應在海外知名高校、科研機構、企業研發機構等獲得正式教學或者科研職位,且具有連續36個月以上工作經歷;在海外取得博士學位且業績特別突出的,可適當放寬工作年限要求(不適用于通過中外聯合培養方式取得海外博士學位的情況);在海外工作期間,同時擁有境內帶薪酬職位的申請人,其境內帶薪酬職位的工作年限不計入海外工作年限;
(6)取得同行專家認可的科研或技術等成果,且具有成為該領域學術帶頭人或杰出人才的發展潛力;
(7)申請人尚未回國(來華),或者2025年1月1日以后回國(來華)工作。獲資助通知后須辭去海外工作并全職回國(來華)工作不少于3年。
2. 限項要求
執行國家科技人才計劃統籌銜接的相關要求。同層次國家科技人才計劃只能承擔一項,不能逆層次申請。
三、招聘方向
天文地球動力學:空間飛行器精密定軌及應用、天體測量與參考架、衛星導航與遙感、衛星激光測距及應用、對地觀測與全球變化等。
天體物理學:黑洞及致密天體物理、宇宙學及星系天體物理、恒星物理、行星物理、射電天體物理、高能天體物理、時域天文、引力波天文學等。
天文技術與方法:地基/空間射電天文技術和VLBI技術、射電干涉陣大數據分析、空間電子學、紫外光學紅外天文技術、光干涉技術、系外行星探測與研究、時間頻率和原子鐘技術、人工智能在天文學的應用等。
四、相關待遇
依托上海天文臺申報并獲得優秀青年科學基金項目(海外)的,享受以下相關待遇:
1、崗位:聘為事業編制內高級專業技術崗位,在研究生招生等方面予以傾斜支持,保障工作順利開展。
2、薪酬:享受有競爭力的協議年薪。
3、居住條件:提供周轉公寓和高標準購房補貼。
4、工作條件:提供充裕的辦公和科研用房。
5、科研啟動費:在國家自然科學基金委資助經費(100-300萬元)及中國科學院經費支持的基礎上,上海天文臺提供不低于100萬元科研啟動經費。
依托上海天文臺申報進入會評階段但未最終獲得支持的,將優先以臺級高層次人才崗位引進,納入中國科學院相關項目管理培養,提供有競爭力的薪酬待遇及科研配套保障。

About SHAO
Shanghai Astronomical Observatory (SHAO), an institute of Chinese Academy of Sciences (CAS), was officially established in 1962 following the amalgamation of the former Xujiahui Observatory and Sheshan Observatory, which were founded by French Jesuits in 1872 and 1900, respectively. The general headquarter is now in Xujiahui of Shanghai and several observational bases are set up in Songjiang in Shanghai, Kunming in Yunnan, Shigatse in Xizang and Changbai Mountain in Jilin.
Astro-geodynamics, Galaxies & Cosmology and Planetary Science are the major basic research fields in SHAO. Meanwhile, SHAO also develops modern technologies for astronomical observations and time & frequency applications. It has some world-class teams in fundamental researches and plays an important role in national key projects such as navigation & positioning and deep space exploration in the fields of applied research. About NSFC Excellent Young Scholars Fund (Overseas)
National Natural Science Foundation of China(NSFC) Excellent Young Scholars Fund (Overseas) aims to encourage overseas outstanding young scholars (including non-Chinese foreigners) who have made good achievements in natural science, engineering technology and other fields to return to China (come to China) for work, independently select research directions to carry out innovative research, promote the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones who are expected to enter the worlds scientific and technological frontier, and contribute to the construction of a powerful country in science and technology. SHAO invites global talents to apply for it, and will fully assist in preparing the application.
Funding and Supports
NFSC will provide a fund of RMB 1-3 million for a three-year period.
Applicant Requirements
1.Comply with PRC law and academic integrity, consciously practice the spirit of scientists in the new era.
2.Born on or after Jan 1, 1986.
3.Have a doctorate degree.
4.Conduct relevant research in natural science or engineering technology.
5.In principle, applicants shall have formal teaching or research position in an overseas university, college or scientific research institution and shall have such overseas work experience for more than consecutive 36 months before June 15, 2026. For those applicants, who obtained doctorate degree overseas and with outstanding achievements, the required years of working may be reduced. It does not apply to the situation where an overseas doctoral degree is obtained through joint training between Chinese and foreign institutions. For applicants who hold a paid position in China while working overseas, the working years in their paid position in China will not be counted towards their overseas working years.
6.Applicants should have made influential contributions and research achievements recognized by experts in the same field, and with the potential to become leading scientists or outstanding talents in the fields.
7.Applicants have not yet returned to China (or come to China), or returned to China (or came to China) after January 1, 2025. Upon receiving the funding notification, the applicant must resign from their overseas job and return to China (or come to China) to work full-time for a period of no less than 3 years.
Research directions
SHAO invites global talents to apply for NSFC Excellent Young Scholars Fund (Overseas), main research directions as follows.
(1)Astrophysics(Black hole and compact astrophysics, Cosmology and galactic astrophysics, Stellar physics, Planetary physics, Radio astrophysics., High energy astrophysics, Time-domain astronomy, Gravitational wave astronomy, etc.).
(2)Astronomical geodynamics (Precise orbit determination and application of space vehicles, Astrometry and reference frame, Satellite navigation and remote sense, Satellite laser ranging and application, Earth observation and global change, etc.) .
(3)Astronomical technology and methods (Ground-based/Space radio astronomy technology and VLBI technology, Radio interference array big data analysis, Space electronics,Ultraviolet optical infrared astronomical technology, Optical interference technology, Exoplanet detection and research, Time frequency and atomic clock technology, The Application of Artificial Intelligence in Astronomy, etc.).

(5)Scientific research start-up fundsBased on the funding support from NSFC (1-3 million yuan) and CAS, SHAO will provide a research startup fund of no less than 1 million yuan.
Those who applied through SHAO entered the final review stage but ultimately did not receive support will be given priority for recruitment to high-level talent positions at SHAO, and will be provided with competitive remuneration and research support.
