記者從今天（23日）舉行的應急管理部汛期安全知識發布會上獲悉，近年來，打破以往規律、超越傳統認知的極端天氣明顯增多。多雨帶西移北擴，與20世紀90年代相比，近五年我國濕潤、半濕潤氣候區面積擴大了30萬平方公里以上；特別是我國北方地區暴雨過程次數近5年均值較20世紀90年代偏多50%，暴雨過程綜合強度較常年同期偏強50%，北方地區防汛從過去的“備多戰少”變成現在的“常態大考”。
