2026年6月29日，由中國(guó)國(guó)務(wù)院新聞辦公室主辦的第四屆中國(guó)—中東歐國(guó)家新聞發(fā)言人對(duì)話會(huì)在北京舉行。來自中國(guó)與中東歐國(guó)家的新聞發(fā)言人代表圍繞“新聞發(fā)布與現(xiàn)代化進(jìn)程”主題深入交流，達(dá)成以下成果共識(shí)：

On June 29, 2026, the Fourth China-CEEC Spokespersons Dialogue, hosted by the State Council Information Office of China, was held in Beijing. Representatives of the spokespersons from China and Central and Eastern Europeancountries (CEEC) engaged in in-depth exchanges under the theme “Press Release and the Modernization” and reached the following consensus.

與會(huì)代表認(rèn)為，中國(guó)—中東歐國(guó)家合作機(jī)制是促進(jìn)中國(guó)與中東歐國(guó)家交流合作、鞏固中歐伙伴關(guān)系的重要平臺(tái)。新聞發(fā)言人對(duì)話會(huì)要在鞏固政治互信、加強(qiáng)戰(zhàn)略溝通、增進(jìn)理解認(rèn)知、促進(jìn)民心相通等方面發(fā)揮建設(shè)性作用。

The China-CEEC Cooperation is an important platform for advancing exchanges and cooperation between the two sides and for strengthening China-Europe partnership. The China-CEEC Spokespersons Dialogue should play a constructive role in deepening political mutual trust, enhancing strategic communication, promoting mutual understanding, and fostering people-to-people ties.

與會(huì)代表認(rèn)為，新聞發(fā)布是政府溝通民眾、回應(yīng)關(guān)切、凝聚共識(shí)的重要渠道，鼓勵(lì)常態(tài)化分享國(guó)家治理框架下的新聞發(fā)布實(shí)踐經(jīng)驗(yàn)與工作案例。

Press releases are a critical channel for governments to communicate with the public, address public concerns, and buildconsensus. The representatives called for regular sharing of practical experiences and typical casesunder their respective national governance systems.

與會(huì)代表認(rèn)為，新聞發(fā)言人應(yīng)發(fā)揮橋梁紐帶作用，生動(dòng)講述各國(guó)現(xiàn)代化發(fā)展故事，展現(xiàn)中國(guó)—中東歐國(guó)家合作成果，傳遞和平、發(fā)展、合作、共贏理念，為地區(qū)和平穩(wěn)定與繁榮發(fā)展注入正能量。

Spokespersons should serve as bridges, vividly telling the stories of modernization in their respective countries, showcasing the fruitful outcomes of China-CEEC cooperation, conveying the vision of peace, development and win-win cooperation, and injecting greater momentum into regional peace, stability and prosperity.

與會(huì)代表重視新聞發(fā)布在突發(fā)應(yīng)對(duì)、化解風(fēng)險(xiǎn)中的關(guān)鍵作用。倡導(dǎo)完善突發(fā)公共事件信息發(fā)布機(jī)制，提升危機(jī)溝通專業(yè)化水平，以主動(dòng)、及時(shí)、準(zhǔn)確、權(quán)威的信息發(fā)布有效回應(yīng)公眾與國(guó)際關(guān)切。

The representatives also highlighted the vital role of press releases in emergency response and risk mitigation. They called for improving information release mechanisms for public emergencies, raising professional standards in crisis communication, and effectively addressing public and international concerns through proactive, timely, accurate and authoritativeinformationdissemination.

與會(huì)代表贊同人工智能有助于提高公共服務(wù)和社會(huì)治理水平，支持探索人工智能在信息發(fā)布、傳播等領(lǐng)域的合理應(yīng)用，加快推進(jìn)新聞發(fā)布數(shù)字化、智能化轉(zhuǎn)型。

It was agreed that artificial intelligence (AI) can contribute to improving public services and social governance capacity. The representatives supported exploring the appropriate use of AI in information release and communication, and called for accelerating the digital and intelligent transformation of press release systems.

與會(huì)代表強(qiáng)調(diào)人工智能時(shí)代必須堅(jiān)守新聞倫理和專業(yè)標(biāo)準(zhǔn)，傳播真實(shí)、客觀、公正的信息，防范虛假信息風(fēng)險(xiǎn)，維護(hù)新聞發(fā)布權(quán)威性和公信力。

News ethics and professional standards must be upheld in the age of AI. Information disseminated should be true, objective and impartial. The representatives also emphasized the need to guard against the risksposed by misinformation, in order to safeguard the authority and credibility of press release.

與會(huì)代表充分認(rèn)可中國(guó)—中東歐國(guó)家新聞發(fā)言人對(duì)話會(huì)機(jī)制的重要價(jià)值，同意推動(dòng)對(duì)話會(huì)機(jī)制化常態(tài)化，打造長(zhǎng)期穩(wěn)定的專業(yè)交流平臺(tái)。

The representatives fully acknowledged the great value of the China-CEEC Spokespersons Dialogue mechanism, and agreed that it should be held on a regular basis to build a steady, sustained platform for professional exchange.

與會(huì)代表同意在對(duì)話會(huì)框架下，積極開展多雙邊交流，有序開展新聞發(fā)言人互訪、培訓(xùn)、研討等活動(dòng)，促進(jìn)人員往來與交流互鑒，不斷提升專業(yè)能力與合作水平。

The representatives agreed to actively engage in bilateral and multilateral exchanges within the framework of the Dialogue, and to carry out activities such as exchange visits, training programs and seminars, with the aim of promoting exchanges and mutual learning and continuously improving professional capabilities and the level of cooperation.

與會(huì)代表一致同意，將本共識(shí)作為本屆對(duì)話會(huì)核心成果，用以指導(dǎo)和引領(lǐng)中國(guó)與中東歐國(guó)家新聞發(fā)布領(lǐng)域長(zhǎng)期交流合作。

The representatives unanimously agreed that this consensus would serve as the core outcome of the Fourth China-CEEC Spokespersons Dialogue, providing guidance for long-term exchanges and cooperation in the field of press release between China and Central and Eastern European countries.

與會(huì)代表愿以新聞發(fā)布合作為紐帶，不斷增進(jìn)中國(guó)與中東歐國(guó)家人民相互理解與友好情誼，為中國(guó)—中東歐國(guó)家合作行穩(wěn)致遠(yuǎn)提供堅(jiān)實(shí)輿論支撐與民意基礎(chǔ)。

The representatives expressed their readiness to use press release cooperation as a bond to further deepen mutual understanding and friendship between the peoples of China and Central and Eastern European countries, andto ensuresolid public opinion support for the steady and sustained progress of China-CEEC cooperation.
