意大利港口經驗分享
我輪2026年04月執行的航次任務是南美裝載48578噸紙漿(Wood Pulp)到意大利卸載,其港序為PUNTA PEREIRA, UY (L) – SANTOS, BR (L) – SAVONA, IT (D) – LIVORNO, IT (D) – NAPLES, IT (D) – MONFALCONE, IT (D)。
意大利的時區分為兩種情況:在夏令時期間是CEST(中歐夏令時)東二區,在其他時間則是CET(中歐時間)東一區。夏令時通常從3月的最后一個星期日開始,到10月的最后一個星期日結束,故我輪本航次到達意大利的時區是東二區。
意大利國家對于來自非歐洲港口的船舶要求垃圾申報是比較嚴格的。來自非歐洲港口的船舶在到達意大利第一個港口會被強制回收垃圾(免費),回收垃圾的類別只有三種:A、B、C, 所以在填寫垃圾申報表格時計算好回收數量。根據代理信息稱LIVORNO港和 MONFALCONE港是強制回收垃圾的(免費),回收垃圾的類別只有三種:A、B、C。LIVORNO港口規定回收垃圾必須使用垃圾回收公司提供的彩色垃圾袋以表明垃圾分類,每個袋子0.66歐元,每種顏色最少50個起步,其費用計入FDA (Final Disbursement Account 港口使費):
DIFFERENTIATED DISPOSAL OF MARPOL ANNEX V
If Vessel will discharge garbage on black bags, the waste company will not consider as differentiated collection you have to put all the quantity discharged together on raw “C” Domestic Waste (without Differentiated collection).
If vessel will discharge in colored bag as below listed, the waste company will consider the garbage delivered as differentiated collection:
·Gray color for food Waste mixed if last port was European port;
·Black color marked “ Extra EU Food Waste “ if last port was Extra European port;
·Yellow bag for Plastic , paper , cardboard, glass, cans, wood;
The bag, can be supplied by GARBAGE COMPANY with cost of 0.66 € each (minimum 50 Unit each color).
If you declare that Vessel discharge “ A. Plastic B. Food Waste C. Domestic waste” as differentiated collection and you will discharge on black bag, Maritime Authority should proceed with a fine against the shis.
Kindly confirm that vessel have on board the color bags for differentiated collection.
Please remember that you cannot put the black bags inside colored bag … you must to open the black bags and emptied inside colored bags
2026年04月某船在意大利接受PSC檢查期間被記錄一條ISPS缺陷:Duly identified public authority officials, boarding the vessel in the course of their official duties, were subjected to inspection of their bags/personal effects by shipboard personnel, not in accordance with IMO MSC/Circ.1156 *GUIDANCE ON THE ACCESS OF PUBLIC AUTHORITIES, EMERGENCY RESPONSE SERVICES AND PILOTS ON BOARD SHIPS TO WHICH SOLAS CHAPTER XI-2 AND THE ISPS*
經正式確認身份的公共主管當局官員在執行公務登船期間,其行李及個人物品被船上人員實施檢查,此行為不符合相關規定。
這條缺陷是比較少見的,近些年好像沒有看到過,所以在這里探討一下。從上面提到的細則MSC/Circ.1156查詢到下面的條款:5.1 Public authorities properly identified and acting in the course of their duties should not be subject to searches by the shipboard personnel when boarding the ship.(在履行職務過程中,正確識別的公務官員在登船時不應受到船上人員的搜查。)鑒于該船的檢查經驗我們船上也重新學習了這個細則,以避免被開具類似缺陷。
在LIVORNO靠泊期間,我輪接受了Coast Guard官員進行的巴黎備忘錄PSC檢查工作。
檢查項目包括但不限于:船上的法定證書,船員證書,防污記錄,壓載水記錄,MLC、ISPS、STCW等文件記錄,消防救生設備,應急設備,駕駛臺通導設備,廚房防火毯的位置及使用,冷庫門鎖的工況及人員在冷庫被困時的報警測試,載重線和船體結構,機艙機器處所等:

檢查過程中Coast Guard官員對我輪IHM證書提出疑問,聲稱該證書沒有符合歐盟 According to requirements of Article 12 of the Regulation(EU)1257/2013這一條款,我輪船長在仔細查看該證書后找到了該條款并向檢查官員進行了匯報:

通過全船人員的不懈努力和完美配合,我輪此次PSC檢查無缺陷通過。
在PSC檢查過后,我輪又接受了ITF官員的檢查,檢查項目包括但不限于:ITF AGREEMENT, MINIMUM SAFE MANNING CERTIFICATE, MLC CERTIFICATE, MLC PART1, MLC PART2, SEA, RECORD OF HOURS OF WORK/REST, PAYROLL, SANITARY OF ACCOMMODATION, WEEKLY OCCUPATIONAL SAFETY &HEALTH INSPECTION。

基于平時船員對船上工作的認真,我輪此次ITF檢查順利通過。
繁忙的工作之余可以到陸地上體驗一下當地的風土人情。LIVORNO距離PISA大約30公里,借此機會到比薩斜塔景區游覽了一番:

NAPOLI(NAPLES)港口對于ISPS的申報要求比較嚴格,在到港前文件ISPS申報表格中除了列明前10個港口的港口代碼外還需要Port facility代碼。Port facility代碼可從下面的網站里查詢:https://portcode.net。 例如NAPOLI港口42號泊位的Port facility代碼如下:

從NAPOLI(NAPLES)到MONFALCONE需要航經MESSINA STRAIT,該海峽強制引航員。

MONFALCONE港口申報船員名單時要求船員的職務要和船舶最低配員證書上一致。

在船舶最低配員證書里的ORDINARY SEAMEN一般是指船上的實習生,申報MONFALCONE到港前的船員名單時要把實習生的職務修改為ORDINARY SEAMEN。
在MONFALCONE港靠泊期間我輪進行了NK船級社年檢和GMDSS年檢。NK船級社年檢項目如下:

在GMDSS年檢過程中,SUVERYOR提出EPIRB必須要在網站上進行緊急聯系人注冊以便于緊急情況下可以第一時間獲取公司的聯系方式進行溝通(406registration.com):

同時SURVEYOR還出示了IMO和SOLAS的相關規定:

4. The examination of the installed EPIRB should include:
4.7 verifying registration in an appropriate beacon registration database3 through documentation or through the point of contact associated with that country code;
SOLAS-International Convention for the Safety of Life at Sea - Chapter IV - Radio communications - Part C - Ship requirements - Regulation 15 - Maintenance requirements
9 Satellite EPIRBs shall be:
.1 annually tested for all aspects of operational efficiency, with special emphasis on checking the emission on operational frequencies, coding and registration, at intervals as specified below:
.1.1 on passenger ships, within 3 months before the expiry date of the Passenger Ship Safety Certificate;
.1.2 on cargo ships, within 3 months before the expiry date, or 3 months before or after the anniversary date, of the Cargo Ship Safety Radio certificate.
關于EPIRB年檢需要注冊緊急聯系人這一情況我也是第一次遇到,通過和公司領導的溝通我們現場在網站注冊了船舶的DPA為緊急聯系人并順利通過GMDSS年檢。
意大利港口規定船舶需要配備Italian anchorage dues certificate,如果船上沒有該證書可向公司匯報并申請讓代理辦理。
在意大利加油申請免稅油需要船長護照信息。公司會讓船長將相關的證件掃描并簽署加油文件蓋章回傳。
