中共中央總書記、國家主席、中央軍委主席習近平近日對常態化做好東西部協作工作作出重要指示指出，不斷增強區域發展協調性，推動全體人民共同富裕邁出堅實步伐。

開展東西部協作，是黨中央著眼推動區域協調發展、促進共同富裕作出的重大決策。1997年，習近平同志率領福建黨政代表團赴寧夏考察，提出讓生活在土地貧瘠的西海固的群眾，搬遷到賀蘭山腳下的黃河灌區，并為移民村命名“閩寧村”。昔日的閩寧村發展成今天的閩寧鎮，實現了從“干沙灘”到“金沙灘”的歷史性跨越。閩寧協作也成為東西部協作的典范。近年來，東西部協作、中央單位定點幫扶等多支力量協同發力，為鞏固拓展脫貧攻堅成果、推進鄉村全面振興提供了重要支撐。

“十五五”開局之年，恰逢我國開展東西部協作30周年。進入常態化幫扶階段，鞏固拓展脫貧攻堅成果任務更重、要求更高。幫助困難群眾逐步實現共同富裕、帶動欠發達地區一道邁入現代化，需要東西部協作發揮更大作用。“十五五”規劃綱要指出，“優化完善東西部協作、對口合作等機制”。我國將保持東西部協作省際間結對關系穩定，同時安排東部地區經濟較發達縣（市、區）對西部地區鄉村振興重點幫扶縣進行全覆蓋結對幫扶，確保平穩銜接、力度不減。新階段的東西部協作，更加強調雙向賦能、互利共贏，將在拓展協作領域的同時，進一步提升協作質量。

【重要指示】

今年是“十五五”開局之年，也是開展常態化幫扶第一年。要總結運用閩寧協作等有益經驗，進一步完善協作機制，優化協作方式，拓展協作領域，推動東西部產業互補、人員互動、技術互學、觀念互通、作風互鑒，實現互利共贏、共同發展。

2026 marks the opening year of China's 15th Five-Year Plan, as well as the first year of the regular assistance efforts in the country's rural revitalization drive. It is essential to make efforts to summarize and apply the valuable experience gained from cooperation between Fujian Province and Ningxia Hui Autonomous Region, further improve cooperation mechanisms, optimize cooperation methods, and expand the scopes of cooperation. The endeavors are expected to promote industrial complementarity, personnel exchanges, and mutual learning of technologies, ideas, and work styles between the eastern and western regions, and to achieve mutual benefits, win-win outcomes, and common development.
